RESTORATION OF VISA-FREE ENTRY FOR FOREIGN NATIONALS
EFFECTIVE 10 FEBRUARY 2022
The Philippine Consulate General in Houston (Houston PCG) wishes to inform the public that pursuant to an order issued by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) effective 10 February 2022, Foreign nationals traveling to the Philippines for business and tourism purposes may enter the Philippines without visa, provided they:
- Qualify as former Filipino citizens with Balikbayan privilege under Republic Act No. 9174, including their spouse and/or children who are not balikbayans in their own right and are traveling with them to thePhilippines; provided that they are not restricted nationals;
- Are citizens or nationals of a country enjoying visa-free entry to the Philippines under Executive Order 408, S.1960, as amended. This includes citizens of the US, Canada, and Mexico. They are entitled to a stay not exceeding thirty (30) days. A list of countries whose nationals enjoy visa-free entry to the Philippines is available by clicking here.
- Are fully vaccinated, as defined below, except only for minor children below twelve (12) years of age traveling with their fully-vaccinated foreign parent/s who carry/possess an acceptable proof of vaccination;
- Present a negative RT-PCR test taken within 48 hours prior to the date and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided, that, they have not left the airport premises or have not been admitted into another country during such lay-over;
- Have valid tickets for their return journey to the port of origin or nextport of destination not later than 30 days from the date of arrival in thePhilippines;
- Have passports valid for a period of at least six (6) months at the time of arrival tothe Philippines; and
- Obtain, prior to arrival, a travel insurance for COVID-19 treatment costs from reputed insurers, with a minimum coverage of USD35,000.00 for the duration of their stay in the Philippines.
VACCINATION REQUIREMENTS
- A foreign national shall be deemed fully vaccinated only if he/she is fully compliant with the following requisites:
- Received the second dose in a 2-dose series or a single dose vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.
- The vaccine is included in any of the following:
- Emergency Use Authorization (EUA) List or Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration;
- Emergency Use Listing of the World Health Organization.
- The following shall be the only acceptable proofs of vaccination, which shall be presented prior to departing/boarding from the country of origin/port of embarkation and upon arrival in the country:
- World Health Organization International Certificate of Vaccination and Prophylaxis;
- VaxCertPH;
- National or state digital certificate of the country/foreign government which has accepted VaxCertPH under a reciprocal arrangement (Vaccination certificates issued by the USA including the CDC Vaccination Card is accepted per this arrangement);
- Other proofs of vaccination permitted by the IATF.
Once admitted into the country, they are no longer required to observefacility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival. However, they are required to report to the local government unit (LGU) of their destination should they manifest any symptoms.
Visa-free foreign nationals who fail to fully comply with the conditions and requisites set forth in Section A(1) to (3) above shall be denied admission into the country and shall be subject to the appropriate exclusion proceedings.
FOREIGN NATIONALS WITHOUT VISA FREE PRIVILEGES
Foreign nationals not covered or qualified for visa free entry, and foreign nationals not covered or qualified under the above-mentioned conditions, including foreign nationals from visa-required countries or restricted foreign nationals and those entering for purposes other than business and tourism purposes, may enter the Philippines through an entry exemption document (EED) issued under existing IATF rules and regulations, provided:
- They are fully vaccinated, as defined above, except only for children below twelve (12) years of age traveling with their fully-vaccinated parent/s;
- They carry/possess an acceptable proof of vaccination, as set out above; and
- They present a negative RT-PCR test taken within 48 hours prior to thedate and time of departure from the country of origin or first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided, that, they have not left the airport premises or have not been admitted in to another country during such lay-over.

TRAVEL RESTRICTIONS TO THE PHILIPPINES
EFFECTIVE 1 FEBRUARY 2022
The Philippine Consulate General in Houston (Houston PCG) wishes to inform the public that pursuant to an order issued by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) effective 1 February 2022, the entry, testing, and quarantine protocols for international arriving Filipinos and foreign nationals allowed entry into the country shall be as follows, regardless of their country of origin:
A. FULLY VACCINATED International Arriving Passengers
- They shall be required to present a negative Reverse Transcription – Polymerase Chain Reaction (RT-PCR) test taken within forty-eight (48) hours prior to departure from the country of origin.
- Upon arrival, they shall no longer be required to observe mandatory facility-based quarantine but shall self-monitor for any sign or symptom for seven (7) days with the first day being the date of arrival and shall be required to report to the local government unit of destination upon the manifestation of symptoms, if any.
- International arriving passengers must have any of the following proofs of vaccination against COVID-19:
- World Health Organization (WHO) International Certificate of Vaccination or Prophylaxis; OR
- VaxCertPH; OR
- National/state certificate of the foreign government, including original CDC vaccination cards for those vaccinated in the US.
B. International Arriving Passengers who are UNVACCINATED, PARTIALLY VACCINATED, or those whose vaccination status could not be independently validated
- They shall be required to present a negative RT-PCR test taken within forty-eight (48) hours prior to departure from the country of origin.
- Additionally, they shall be required to undergo facility-based quarantine until the release of their negative RT-PCR test taken on the fifth (5th) day. After which, they shall be required to undergo home quarantine until their fourteenth (14th) day, with the date of arrival being the first day. The local governments of their destination and their respective Barangay Health Emergency Response Teams are tasked to monitor those arriving passengers undergoing home quarantine.
C. Children below twelve (12) years of age who cannot be vaccinated
They shall follow the quarantine protocols of the parent/s or the accompanying adult or guardian travelling with them.

REVISED FEES FOR EXTENSION OF VALIDITY OF PASSPORTS
The Philippine Consulate General in Houston (Houston PCG) wishes to announce that pursuant to new regulations of the Department of Foreign Affairs, the applicable fee for extension of validity of passports shall now be twenty-five dollars ($25.00).
Houston PCG would also like to remind the public that extension of passport validity can only be availed of once and may only be done on a passport whose validity has not yet expired. Expiring passports whose validity had previously been extended would have to be renewed.

INTERIM GUIDELINES FOR CONDUCT OF VIDEOCONFERENCE
HEARINGS IN HOUSTON PCG
The Philippine Consulate General in Houston (Houston PCG) wishes to announce that pursuant to applicable Rules and Regulations issued by the Department of Foreign Affairs and the Supreme Court, persons ordered by a Philippine Trial Court to appear before it through videoconference hearings (VCH) who are residents of the states of Arkansas, Louisiana, Mississippi, New Mexico, Oklahoma, and Texas may conduct said VCH at the premises of the Consulate General at 9990 Richmond Avenue, Suite 100N, Houston, TX 77042.
In this regard, the public is advised of the following procedures to set up an appointment for the conduct of a VCH:
I.Procedure for the Request
Prior to the submission of the motion to the relevant court, the requesting party, through counsel, must send a letter request addressed to the Philippine Consulate General in Houston and the Office of Treaties and Legal Affairs (OTLA) of the Department of Foreign Affairs via e-mail to This email address is being protected from spambots. - The nature of the case;
- The proposed date and time for the conduct of videoconferencing;
- The name, nationality, residential address in the USA, and contact details of the person/s to appear before the videoconference hearing;
- The relevant contact details of the requesting counsel; and
- An undertaking to do the following:
- Pay the prescribed fees to Houston PCG for the conduct of VCH;
- Comply with the health and security measures being implemented by Houston PCG;
- Ensure that all other parties are notified and aware of the arrangements, such as schedule of hearing, time zone differences, and such other relevant matters; and
- Provide all necessary equipment, including internet access, and if necessary, interpreters, for the videoconference hearing.
- Upon receipt of the letter-request, Houston PCG shall comment on the acceptability of the request. Due to differences in time zones, Houston PCG shall only accept requests for VCH conducted during the first business hour of Philippine courts (8:00AM, Philippine Standard Time / 6:00PM Central Standard Time). Houston PCG shall thereafter communicate its acceptance or denial of the request to the applicant via e-mail, copy furnished OTLA.
- The applicant may only proceed with the filing of the necessary Motion in Court to issue the Order for videoconferencing after securing the acceptance from Houston PCG on the time and date of the hearing.
- Upon receiving the Order for Videoconferencing from the Trial Court, the applicant must transmit a copy of the said order to Post.
II.Duty of the Persons Appearing before the Video Conference Hearing
- On the scheduled date of the hearing, the applicant must arrive at the Consulate General before 5:00PM Central Standard Time. Only the participants to the VCH will be allowed to enter the Consulate General.
- The applicant must bring the following during the scheduled date of the hearing:
- The fees payable in cash for the conduct of the VCH, in the following amounts:

$40.00; plus $10.00 per additional copy of the certification |
- Self-addressed, self-stamped envelope: Post shall mail the certification for the attendance and the receipt for the amounts paid for the service after three (3) working days.
- Equipment to be used during the VCH, including the device to be used to access the internet.
III.Duty of the Consulate General
- The role of the Consulate General is limited to providing the venue for the VCH. The Consulate General will not supply the applicant with any device to be used during the VCH and will not allow the applicant to connect to any network maintained by the Consulate General. It shall be the applicant’s responsibility to supply himself with connection to the internet.
- If requested by the Presiding Judge, the duty of the Consular Officer attending to the hearing shall be limited only to verifying the identity of the person’s appearing before the videoconference hearing through his/her valid identification document. The Consular Officer may not perform any other act unless with prior written consent of the Department of Foreign Affairs.
- Issuance of transcript of stenographic notes (TSN) shall be the responsibility of the relevant trial court.
The above guidelines must be strictly complied with. Any deviation from the guidelines will be a valid ground to postpone or cancel the conduct of the VCH.
