VISA SERVICES DURING THE COVID-19 PANDEMIC

 

Revised to comply with current Philippine government directives

as of 27 November 2020

 

Pursuant to a directive issued by the Department of Foreign Affairs, ALL VISA ISSUANCES ARE TEMPORARILY SUSPENDED effective immediately and until further notice.

 

ALL VISA-FREE PRIVILEGES and those pursuant to Visa Waiver Agreements ARE LIKEWISE TEMPORARILY SUSPENDED.

The following rules govern as an exception to above-mentioned suspensions:

 

I. VISA-FREE PRIVILEGES

 

Effective 07 December 2020, the following shall be exempted from the temporary suspension of visa privileges:

 

1. Filipino citizens’ foreign spouses and children, regardless of age, who are travelling with them; and

2. Former Filipino citizens, together with their foreign spouses and children, regardless of age, who are travelling with them.

 

The entry of the above-mentioned foreign nationals shall be subject to the following conditions:

 

1. They must be nationals permitted/allowed to enter the country visa-free under Executive Order No. 408, s. 1960;

2. They must have a pre-booked quarantine facility;

3. They must have a pre-booked COVID-19 testing at a laboratory operating at the airport; and

4. They are subject to the maximum capacity of inbound passengers at the port of entry and during the date of entry.

 

Other foreign spouses and children of Filipino nationals who do not belong to the above categories are still subject to existing travel restrictions. They may apply for visas, as appropriate, provided that they are exempted from the travel suspension of the visa issuance, outlined in previous issuances of the Philippine Government.

 

II. VISA ISSUANCES

 

As an exemption to this temporary suspension, only the following visa types to limited categories of individuals are currently being issued:

 

A. 9(A) TEMPORARY VISITOR’S VISA – SINGLE ENTRY VALID FOR THREE MONTHS

 

1. This Visa may be issued to the following:

a.    Foreign spouses of Filipino nationals;

b.    Foreign minor children, and foreign children with special needs regardless of age, of Filipino nationals; and,

c.     Foreign parents of minor Filipino children and of Filipino children with special needs regardless of age.

 

2. Purpose

This Visa may only be issued for purposes of family reunification. For this reason, before any visa issuance, additional documents may be required to establish that the Filipino spouses, parents, and/or child/children of the applicant are currently in the Philippines.

 

3. Requirements

 

a.    Passport of applicant (valid at least 6 months from return date)

b.    Duly-accomplished non-immigrant visa application formtyped or printed legibly in black or blue ink, and notarized if sent by mail

c.     Travel Itinerary (applicant must be a holder of a roundtrip/onward flight ticket out of the Philippines)

d.    One (1) colored photo, 2” x 2”, taken within six months before the date of application, showing a clear front view of the applicant's face, with a white background. No sleeveless attire. Blurred or low-quality photos will not be accepted.  

e.    Proof of Financial Capacity (photocopy of latest bank statement and an employment certificate from the employer indicating position and salary, or affidavit of support).

f.      Enclose a self-addressed return envelope, with appropriate stamps for express or priority mail with tracking numbers via US Postal Service, or with prepaid mailing envelope from private courier of choice (DHL or UPS) for passport with visa to be mailed back.

g.    Visa fee of US$30.00 in money order made payable to “The Philippine Consulate General in Houston”. Personal checks and credit cards are not accepted; and

h.    Original copies of proof of relationship with the Philippine national spouse, parent, or child mentioned above such as:

 

                                                  i.         Original marriage certificate or birth certificate issued by the Philippine Statistics Authority.

                                                ii.         Original Apostilled marriage certificate or birth certificate, if issued by foreign governments.

 

The Consulate General reserves the right to require additional documents from an applicant to comply with current visa policies, orders and directives ordered by the Department of Foreign Affairs and other pertinent branches of the Philippine Government.

Applicants may receive their visas after a processing time of ten (10) working days, or two weeks. For this reason, applicants are advised to book their tickets more than two (2) weeks in advance of their submissions.

 

B. 9(C) SEAMAN’S VISA

 

Applicants for a seaman’s visa must be employed in any capacity on board a vessel, and seeking to enter the Philippines solely as a seaman, with the intention of departing with the vessel or re-shipping in another vessel that is bound for a foreign port; or to join a vessel that is docked in the Philippines.

1. Requirements for Applicant

a.    Passport of applicant (valid at least 6 months from return date)

b.    Duly-accomplished and notarized Non-Immigrant Visa Application Form,typed or printed legibly in black or blue ink,

c.     Travel Itinerary (roundtrip ticket not necessary)

d.    One (1) colored photo, 2” x 2”, taken within six months before the date of application, showing a clear front view of applicant’s face, with a white background. No sleeveless attire. Blurred or low-quality photos will not be accepted.

e.    Letter from Shipping Company which should state duration of expected stay in the Philippines of the seafarer and onward travel particulars (e.g. same vessel, different vessel, next country of destination, etc.)

f.      Self-addressed return envelope, with appropriate stamps for express or priority mail with tracking numbers via US Postal Service, or with pre-paid mailing envelope from private courier of choice, if Passport with Visa is to be mailed back.

g.    Visa fee of $20.00 (non-refundable) in money order made payable to "The Philippine Consulate General in Houston." Personal checks and credit cards are not accepted.

2. Requirements for Licensed Manning Agencies (LMA), Ship’s Agents or Authorized Representatives applying for 9(C) visas on behalf of foreign crew members

 

Licensed Manning Agencies (LMA), Ship’s Agents or Authorized Representatives may apply for 9(C) visas on behalf of foreign crew members by sending an e-mail to This email address is being protected from spambots. a.    Scanned copies in .pdf format of duly-accomplished Non-Immigrant Visa Application Formtyped or printed legibly in black or blue ink, with colored photo, 2” x 2”, taken within six months before the date of application, showing a clear front view of applicant’s face, with a white background. No sleeveless attire. Blurred or low quality photos will not be accepted.

b.    Duly Accomplished Crew List Form (FA Form No. 61) in Excel format

c.     Scanned copies in .pdf format of the passport data pages of the foreign seafarers

d.    Scanned copy in .pdf format of the letter from the shipping company

e.    Scanned copy of the visa fee of $20.00 (non-refundable), per foreign seafarer to be issued a 9(C) visa, in money order made payable to "The Philippine Consulate General in Houston." Personal checks and credit cards are not accepted.

 

VISA HOLDERS ALLOWED ENTRY INTO THE PHILIPPINES

 

In addition to the above visa categories, foreign nationals who are holders of the following VALID AND UNEXPIRED visasmay be allowed entry into the Philippines:

  • 47(a-2) visas;
  • Visas issued by Aurora Pacific Economic Zone and Freeport Authority
  • 13 series of the Immigration Act (Commonwealth Act (CA) 613), as amended, which likewise includes:
  • Temporary Resident Visa (based on CA 613, Section 13a [marriage to Filipino]);
  • Temporary Resident Visa (based on MO ADD-01-038/ADD-02-015 [Indian Nationals]);
  • MCL-07-021 Permanent Resident Visa (based on CA 613, Section 13a [Chinese Nationals]);
  • Native Born Visa (based on CA 613, Section 13c [for foreigners born in the Philippines with at least one (1) Permanent Resident parent);
  • Republic Act 7919 visas (granted through the Social Integration Program);
  • Executive Order 324 visas;
  • Visas issued by Authority of the Freeport Area of Bataan, Cagayan
    • Temporary Resident Visa (based on CA 613, Section 13a [marriage to Filipino]);
    • Temporary Resident Visa (based on MO ADD-01-038/ADD-02-015 [Indian Nationals]);
    • MCL-07-021 Permanent Resident Visa (based on CA 613, Section 13a [Chinese Nationals]);
    • Native Born Visa (based on CA 613, Section 13c [for foreigners born in the Philippines with at least one (1) Permanent Resident parent);

Economic Zone Authority, and Clark Development Corporation;

  • 9(d) visas issued by the Bureau of Immigration (BI); and,
  • Special Investor’s Resident Visa (SIRV) issued under Executive Order 2261 by the BI.
